If you are engaged to an Australian person then visas purpose is to allow you to live in Australia for a period of 9 months to facilitate the legal marriage to occur. The primary conditions are that you must already met the person you will marry in person (not online only) and you must have the intention to perform the marriage in Australia.
This application must be made while you are outside of Australia and the person you marry must be an Australian citizen, Australian permanent resident or an eligible New Zealand citizen.
After the marriage occurs you may then apply for the Partner Visa
